Can deleted files really be recovered? 

Short answer: usually yes — but it depends. When you delete a file or format a drive, the data isn't actually erased right away; the system simply marks that space as "free," and the files often remain recoverable until new data is written over them. That's exactly why what you do in the first minutes after data loss directly determines your chances of recovery.
